Statement from Partnership for New York City President and CEO Steven Fulop on Mayor Mamdani's “OPEN for Small Business” Reform Agenda
July 21, 2026
Partnership for New York City President and Chief Executive Officer Steven Fulop issued this statement following Mayor Mamdani’s announcement of his Overhauling Procedures and Expanding Navigation (OPEN) reform agenda, which includes 50 proposals to help empower New York’s small business community.
“Mayor Mamdani’s ‘OPEN for Small Business’ agenda is exactly the kind of common-sense reform we need to maintain New York’s competitiveness. Small businesses are the engines behind New York’s vibrant economy, but for years, they’ve had to navigate steep costs, strict regulations, and other unnecessary barriers to operating in the city. These 50 proposals, which range from reducing costly fees to eliminating duplicative permits and approvals, cut across major industry sectors and will help to ensure that small businesses have the tools they need to be successful. While we are still eager to see a full economic agenda from the mayor, OPEN for Small Business represents a step in the right direction toward protecting and expanding jobs and businesses across New York.”
