Six in 10 Voters Say Trump Should Keep Congestion Pricing

New York City’s first four weeks with congestion pricing has come with faster commutes and less traffic, according to a new poll by Morning Consult. President Trump recently called the future of congestion pricing into question, but six in 10 (59%) of voters say President Trump should “allow congestion pricing in New York City to continue.” Key takeaways can be found below.

  • There is strong agreement (39% agree, 27% disagree) that congestion pricing has led to faster commutes into and out of Manhattan and that congestion pricing has led to faster commutes inside Manhattan (41% agree, 26% disagree).
  • Three in four voters who regularly drive into the central business district say they experience faster commutes into and out of Manhattan.

Six in 10 Voters Say Trump Should Keep Congestion Pricing

  • Six in 10 (59%) of voters say President Trump should “allow congestion pricing in New York City to continue.”
  • Half of Republicans, a majority of voters outside NYC but in the metro area (54%), six in 10 NYC voters, and two in three Manhattan voters say Trump should allow congestion pricing to continue.
  • When asked whether President Trump’s decision on congestion pricing would affect their view of the President, fully half said it would have no impact either way, two in 10 said they would have a more favorable view, one in six said they would have a less favorable view, and the rest were undecided.

Overall Support Remains Steady

  • Support for congestion pricing (27% support, 47% oppose) among voters across New York State is similar to the December Siena poll (29% support, 51% oppose).
  • There are higher levels of support among adults who drive into the central business district a few times per week or more (66% support/32% oppose), adults who drive into the central business district at least a few times per month (51% support, 46% oppose), adults who take public transit at least a few times each week (47% support, 45% oppose), and Manhattan residents (57% support, 36% oppose).
  • Support among NYC voters appears higher (37% support) than in the December Siena study (32% support).

“Support for congestion relief is growing as New Yorkers witness its positive effects,” said Kathryn Wylde, President and CEO of the Partnership for New York City. “The Morning Consult poll shows that a majority of New Yorkers want President Trump to allow the state of New York to proceed with this smart, market-driven approach to managing traffic and funding mass transit.”

The survey of 1,203 registered voters in New York State was conducted by Morning Consult from January 31 – February 3, 2025. Results from the full survey have a margin of error of plus or minus 3 percentage points.
